Congressional Video Games Law Push Renewed

Likely Republican presidential candidate Sen. Sam Brownback of Kansas plans to reignite the Congressional movement to ban violent video games by reintroducing the Truth in Video Game Rating Act.

The bill was first introduced in September of last year along with similar legislation in the House, but nether bill made it to the floor for an actual up or down vote.

The bill will require game rating groups like the ESRB to play a game in its entirety before assigning it a rating. Consequences would be doled out to ratings groups whose ratings are significantly different than the actual content of the game.

In an obvious nod to the Grand Theft Auto: San Andreas scandal nearly two years ago, game developers would be banned from hiding any game content from those who rate it.

If adopted, the bill would seriously change the way games are rated. Currently, most reviewers do not play the actual games and rather rely on taped segments of the game to assign the rating. Under the Truth in Video Game Rating Act, ratings would be based on the actual experiences of the reviewers themselves.

"Game reviewers must have access to the entire game for their ratings to accurately reflect a game's content," Brownback said. He also seems to indicate in the bill that a conflict of interest currently exists in the way the ESRB is set up.

Currently, the board is comprised of people who have a vested interest in the industry itself. Brownback would like the Government Accountability Office to investigate this, and whether the effort would be better served by independent researchers.

Widely considered by most political insiders as one of the most conservative candidates in the race for the White House, Brownback may see the issue of violent video games as more of a moral issue.

Regardless, banning violent video games has support on both sides of the aisle. Senator Hillary Clinton, also a presidential hopeful, introduced legislation in December 2005 to make it harder for minors to purchase violent video games.

So, I would love to work for the government as a video game tester. Does that require testing the game on each platform or just one? Now, Game Analyst would be a good title, how about Game Rating Analyst. Do I need a college degree for that or just the 15-20 years I have been playing as reference?

There not being parents, there simply rating the game the way it is to give parents a better position to judge if the game is suitable for their child. Or even better have an active role in their child’s life and simply teach them whats write and wrong. The government has plenty of other issues to deal with other than a video game rating system. Right on! It seems that too many parents want everyone to be responsible for their kids. If something might be offensive or harmful to a kid, they expect the government to ban it for everyone. Personally, I don't choose to live in a "Nick, Jr." world....I'm too old for that.

You are so right. The message is: "Parents....take responsibility for your own kids, your own moral standards and your own home." Don't try to determine my standards. I was responsible for making those decisions when my kids were young (my youngest is 36 now) and I didn't expect society to take the responsibility for doing my job.

Parents, largely, don't do the work anymore. Day in and day out I see more and more kids who are left to their own devices and decisions while the parents use the XBox and Tivo as babysitters. Parents spend more time driving their children from place to place than they do actually interacting with them, teaching them the family's moral stance, etc.

I believe that government intervention is too much, but at the same time I am worried by the continuing malfeasance and depraved indifference shown by an increasing number of parents. People take thei jobs and hobbies far more serious than their children and it's beginning to show. If people who took on the responsibility of procreation put parenting first, this kind of malarky wouldn't show up in government.

Yeah, I think he's battling the wrong issues. The only way to battle moral issues effectively is to change the way people think about morality, not to regulate the industry.

Brownback's shoes) If video game authors want to make evil video games to brainwash our children, they will continue to find ways to do so whether we change the laws or not. The solution is not in lawmaking, but in education. Campaign for parents to watch their children more closely, have school's teach kids about the "potential" dangers of violent video gaming and to seek help if they exhibit symptoms of anger problems, etc. If video games are dangerous, the suggestions above SHOULD:

1. Less sales for the 'dangerous' violent video games, and therefore

2. Video game makers will no longer make violent video games.

So the kids learn, the video game people learn, and the parents learn. Putting the burden on the government or any other entity is not only the wrong way to go about this, but it is incredibly unconservative!

Again there not regulating morality their not banning these games simply labeling their content. While this may not effect the child's decision on whether to play the game or not it gives the parents an idea of the content without spending hours or days screening a game by playing it themselves for every game a child wants. No matter what they rate it or if they rate it at all the game will be released.

I don't see how that will be possible. Just the shear number of hours that would be required to get through any game would prohibit just about anybody from getting a rating.

I wonder if the ESRB is mandatory or like the MPAA ratings, are available, but not required. It just turns out in the case of motion pictures, that most theatres will not show a movie that hasn't been rated, but they are not "legally" required to do it.

Who's going to pay for this testing too? The game maker is going to have to pass on the charge for someone to spend several weeks playing a game and they're not going to eat the charges, so guess who will?
