Windows Server 2003 R2 Now Shipping

Microsoft on Wednesday began shipping Windows Server 2003 R2, which was released to manufacturing in early December. The release serves as an interim update to Microsoft's flagship server OS between Windows Server 2003 SP1 and Longhorn Server, due in 2007.
R2 has already begin shipping on servers from HP, Dell and IBM, and Microsoft will be replacing current Windows Server 2003 editions in retail sales channels with the new release. In addition, Microsoft rolled out its "Midsize Business Promotion," which bundles R2, Exchange Server 2003 and MOM Workgroup Edition for a 20 percent discount.
this is not a free upgrade - it's not like a service pack - if you currently have Win2k3 server and want to go to R2, there is a license fee involved.

|Yes. It's a shell on top of Server 2003, with a very lack of substance of value to companies (in particular small companies.) it's four main tenets of updates don't address significant areas lacking in 2003 for small and medium sized businesses, the majority of MS's customers.
Just sayin'.

|Don't upgrade then. Even small businesses can afford Enterprise Agreements with Microsoft, they have become very price competitive actually.

Your just guessing, and not even a good guess at that! There are plenty of whitepapers that spell out the new code and what it does for this release. There are hundreds of significant update that have nothing to do
with a "shell".
If Microsoft does not release updates they are criticized, and when they do release updates they are criticized. I'm not a HUGE MS fan, but you could at least put some effort into it if your going to MS Bash. lol
