That's what the W3C (http://www.w3.org/) is for - and MS don't even follow them.

Because if they don't, those machines are vulnerable to attack. When people hear "100,000 Windows XP Machines infected within days", they won't hear about they were illegal copies and not eligable for updates.
That kind of media attention is more costly to MS's image than the revenue lost to piracy.
