This is actually pretty damn cool for a public technology preview (no, it isn't anything like a final release).
Yes the bandwidth requirements are massive, but overall the app runs really smoothly and it only takes a few seconds for each image to go from a very low res preview to the higher quality ones as it is downloaded.
For those wondering and can't be arsed to click the link, it is implemented as an ActiveX control and will run only on IE6 and IE7 at the moment.
I wonder how long it is going to take for them to come up with something that can take all those pretty little dots in 3D and turn them into polygons with textures...
Can see this being integrated with maps.live.com as well.

Quality little app... Gives you all you want but still feels really light weight. Work's flawlessly on my Nokia 6280 in the UK so far.

From what the article is saying AllOfMP3 is doing all it is obliged to do under Russian law by giving the royalties to RMIS, i.e. doing exactly what retailers do in the USA, give it to the RIAA. And it has been doing this from the start.
It's the RMISs fault that artists aren't being compensated to the full extent that they deserve. They should've demanded more, but obviously couldn't be arsed.
If the RIAA said to retailers in the USA: "OK all you are required to do by law is give us 25%, BUT we think the artists deserve more than that, so you can give us more if you feel like it" I seriously doubt any retailers would give more than 25%... It's not Allofmp3.com's fault.
And it is in no way ripping the consumers off in my opinion. It says the artists are being compensated and they are. Just not very much. :)
