If Microsoft wants the advantages of proprietary formats, then they don't get the advantages of open formats.
Forcing people to upgrade to the latest versions of Microsoft's software just so that they can talk to each other is absurd and anticompetitive.
Nothing should be done that encourages that sort of behavior. They make enough money off of their monopoly. They don't need more money off of the people of Massachusetts.
