Because the idea behind UAC is not to warn about dangerous admin tools, but to block unsolicited changes (like virus or spyware).

I think publishing something takes many steps, and putting a file on a publicly accessible FTP is just one step; and it can't be the last one.
I think it's alright to sneak at a public FTP, and I think it's cool to take a look at FF3 RC2 two days before official release. But spreading the word on it on a high traffic site is like yelling "hey look backstage! he's changing clothes!" at the theater.
Anyway... you have a point; I just feel bad about the guy backstage.
