May be good for complex code, but does Not seem to help with the simple stuff.
Checked Silverlight home page -
View/TextSize (largest -> smallest) doesn't affect display.
Part of page text sized to screensize, graphic sized to opening window ( doesn't resize).
If the people promoting Silverlight can't do a 'correct' page, ...
I opted for a three, they can't figure it out, but some of it may be useful.

What would be more useful is a bootable live disk.
After the VistaCompatable debacle, a method of checking a computer without loading software would be best. Go to the store, ignore sales marketing, install USB drive, reboot, and read results.

Let me see;

If Google Search attempts to install ChromeFrame, I will start using other searches. While Google returns more results, I am tiring of scanning pages 2-23 for relevant results. Seems the time has come to check out Bing, Ask, ...

I don't see a major problem collecting the information.
It is currently not in the provider's interest to make coverage areas public, they can claim coverage while not actually providing a connection. The solution:
Require the providers to supply the information on what areas they are licensed to cover,
what coverage they provide,
and fine them $500.00 per acre for the incorrect information.
The data to be updated and accurate within 35 days of changes.
Then the RICO act can be used to kill the advertising claims of fantastic coverage, as the providers will have to honestly answer questions of coverage areas and out-of-area charges.

The most likely reason for the reversal, they began to understand how expensive this could be to implement.
Questions:
Since cable service is an exclusive franchise in most communities, will implementing the plan break any of our terms-of-use?
Who's usage logs do we use is a charge is disputed ( TW, customer, third-party).
How does TW react to a customers computer being hijacked?
Does TW bill for TW generated spam?
Is TW-mail counted or not?
Is time working through TW-help system counted or not?
Can the user select a high tier plan for one month in advance ( ie Basketballs March Madness) rather than pay overages?
In short - is implementing the charge more expensive than the return?
